The Media and Society Foundation officially launched its new standard for quality management in media companies, ISAS BCP 9001:2010.
This new standard is the result of the merging of the international standards ISAS BC 9001:2003 and ISAS P 9001:2005, that was decided during the Standardization Committee that took place in Geneva in September 2009 (click here to read our news concerning this event).

Geneva, June 22, 2010- The Geneva-based Media and Society Foundation has published a new, updated version of its media quality management standard, ISAS BCP 9001.
Media organizations that implement the standard gain new ways to improve quality through better organization, targeting of audiences and readership, appeal to advertisers, and motivation of staff.
The new standard, which is available in seven languages (English, French, German, Spanish, Arab, Farsi, and Mandarin Chinese) on the www.media-society.org website, provides a single version for all media instead of specific standards for print, broadcasting and online media. Adapted to today’s multi-platform media landscape, it takes account of the actual experiences of media companies throughout the world.
Media organizations that implement the standard do so freely. The standard does not compromise an organization’s independence in any way, but requires a complete review of the way it functions. The review system’s transparency and the fact that companies voluntarily submit to an impartial, external control of how they achieve their goals strengthen the trust of the public and of all stakeholders.
At the global level, a universal media quality management standard is a tool for media professionals to resist political and economic pressures that curtail their independence and prevent them from playing their essential role in society.
The Media and Society Foundation is a voluntary initiative of media professionals from all continents. It aims to improve media quality through implementation of the ISAS BCP 9001 standard.

We were honoured to chair the pre-summit workshop on Media Quality Management, on May 24th 2010 in Beijing. Over 40 executives of Media companies from all the Asia-Pacific region area, ranging from chief editors to CEO or Chairman of the board, attended this one day workshop which focused on how to master the media crisis by adopting quality management techniques. The workshop also gave the opportunity to listen to Dr Jean-Bernard Münch, President of the Swiss Radio & Television board, to discuss the stakes of the quality in the broadcasting industry. Mrs Manil Cooray, Deputy director of AIBD, showed the added value of AIBD's quality management system, one year after its certification and Mr Riyaz Sayed-Khaiyum, CEO of Fiji Broadcasting Corporation Limited, provided the audience with a thorough insight into the operations of his company and the quality challenges it has to take up.
Basically, Media Quality Management shows 4 major advantages :
1) it strenghthens the know-how based on the identification of critical control points along the contents making processes so as to reduce the risks within the company
2) it allows everyone in the media company to perfectly understand the roles and responsibilities of his/her colleagues
3) it provides the media staff with effective tools to guarantee the long term satisfaction of the public (audience, viewers & listeners) while conforming with editorial guidelines.
4) It is a fanstastic tool in terms of reduction of waste and defects.
The workshop also introduced three key tools to start the set up of a quality management system :
1) the new ISAS BCP 9001:2010 standard issued in 2010 which collects the quality management requirements of both the written press and the broadcast companies.
2) the Media Quality Management System Check Up which consists in a 3-5 day evaluation of how well things go within the company, based on individual interviews, management team workshops and management system design action plan
3) the Media Quality Management Starter Kit, which is a simple tool to provide you with guidelines to build the basic building blocks of your management system
We are very grateful to AIBD's team for the perfect organisation in terms of logistics as well as in terms of content of the Media Quality Management workshop and for the general conference as well. We have been particularly impressed by the level and the interest of the participants in quality management. This surely refects how important the subject has become to ensure the credibility and maintain the quality of the media companies.

Challenge Optimum takes part in the Asia Media Summit, organized in Beijing by the Asia-Pacific Institute for Broadcasting Development (AIBD) as an expert of media quality management. The summit focuses more particularly on how to master the media crisis by adopting quality management techniques, the latest version of ISAS BCP 9001:2010 international standard and the new quality management starter kit. Media managers from all the Asia-Pacific region are present during this 3 day summit.

The Media and Society Foundation, at the basis of ISAS BC and P
9001 standards, received a special tribute from the association Qualität im Journalismus during its Medien-Award 2009, last November, 3rd, in Zurich.
Best awards were given to MAZ (swiss-german institute for journalism) for its 25th anniversary, and to the independent magazine "Hochparterre" for its 20th anniversary.
The jury paid this special tribute in recognition of the Media and Society Foundation's implication into social media topics such as editorial freedom and media independence, within North and South countries.

The international Standardization Committee for media quality management agreed on a unique standard for Broadcasters and the Press. Taking into account the various feedbacks coming from media users (40 organizations) and the changes introduced in ISO 9001:2008 version, the panel of experts, meeting on September 7th and 8th in Geneva to review and update the former ISAS BC 9001:2003 (for broadcasting industry) and ISAS P 9001:2005 (for print media) standards, decided to merge both into a new standard, called ISAS BCP 9001:2009. This reflects the evolution of the media environment and particularly the development of multimedia and work convergence.
The Standardization Committee reasserted the managerial vocation of the standard, focusing on organization and leaving a part the content issue. The expert panel also confirmed that any media organization can implement ISAS BCP 9001 standard, but only editorially independent companies can apply for certification.
ISAS BCP 9001 maintains all requirements coming from ISAS BC 9001 and ISAS P 9001 and totally endorses the 2008 version of ISO 9001. It focuses on specific needs of the media industry and media development.
The main changes to be noticed, apart from the merging of BC and P standards, are:
- introduction of a new chapter 5.8 and resulting requirement on risk analysis and mitigation,
- addition of a requirement in chapter 6.4 on safety and security of journalists/ media crew in dangerous situations,
- precision that Program Committee (for broadcasting industry) shall include representatives from all relevant departments,
- precision on purchasing process related to contents,
- simplification of the Quality Manual, following ISO 9001:2000 and 2008 versions.
The Standardization Committee, chaired by Henrikas Yushkiavitshus (former assistant director general of the UNESCO for Communication), gathered together 10 experts from all continents: Nathalie Labourdette (Head of EBU Training), Prof. Stuart Loory (Missouri University and former CNN vice president), Arlindo Lopes (secretary general of the Southern Africa Broadcasting Association, SABA and former executive chairman of Mozambique television), Paméla Morinière (International Federation of Journalists’ programme officer for authors’ rights, gender equality and projects, IFJ/ FIJ), Dr Javad Mottaghi (director of Asia-Pacific Institute for Broadcasting Development), Prof. Dr Jamal Naji (Professor/Researcher at the Institut Supérieur de l’Information et de la Communication, ISIC, in Rabat), Alejandro Quesada (Revista Cosas international editor and former Editor of El Comercio, Lima), Jayme Sirotsky (former chairman of the Board of the RBS group in Brazil and former president of the World Association of Newspapers, WAN),
Mano Wikramanayake (director-general of Maharaja Television, Sri Lanka).
The ISAS BCP 9001:2009 standard will be available to the public at the beginning of the year 2010.

The media group BNJ FM, based in Swiss Jura region, is the first French-speaking media organization to get the international ISAS BC 9001 certification. This is rewarding the excellence of its organization.
The group encompasses 3 licensed radio stations: RFJ (Radio Fréquence Jura), RTN (Radio Neuchatel) and RJB (Radio Jura Bernois). In order to comply with the Swiss Federal Office for Telecommunication (OFCOM/ BAKOM) obligation in terms of quality management, the group decided in october 2008 to implement an ISAS BC 9001-based quality management system and to achieve the certification before the deadline of the mandatory evaluation.
As a result, BNJ FM passed the certification audit in July 2009 and became the the first Swiss company to be ISAS BC 9001 compliant. Pierre Steulet, the CEO, explains that the benefit of the quality management has not only to be understood as a way to improve the performance of the company, but also as a challenge for the top management, who has to review established principles and processes.

On June 24th, 2009, the Board of the Media and Society Foundation granted the ISAS BC 9001 certification to the Asia-Pacific Institute for Broadcasting Development (AIBD). This three- year validation certificate recognizes the extensive work done by AIBD staff to improve its internal organization to meet the ISAS BC 9001: 2003 twenty-three quality management criteria.
By applying to the ISAS BC 9001 certification, the AIBD had a double target: on the one hand to be recognized as a quality organization and a media management specialist by getting ISO 9001 (included in) and ISAS BC 9001 international certifications; on the other hand to develop AIBD internal skills, in order to be able to advice and audit on ISAS BC 9001 implementation.
Designed by media and quality professionals, the ISAS BC 9001 standard offers clear methodologies and rules to construct a quality management system complying with best management practices and with media industry needs. It is based on ISO 9001 standard. Among other benefits, the implementation of quality management shall decrease the operational costs by limiting the indirect costs generated by internal errors, delays, lack of coordination, duplications, wastes of material, etc.
The preparation to ISAS BC 9001 certification lasted 12 months, from KL Asia Media Summit in May 2008 to the Asia Media Summit in Macao in May 2009.
